WhatsApp Business API pricing in 2026: how Meta bills each message

In short: WhatsApp per-message pricing replaced charging per 24-hour conversation on 1 July 2025. Meta now bills each delivered message a business sends. Service messages (free-form replies to customers) were free until 1 October 2026. Since then, Meta charges for them after 1,000 free messages per number per month. Marketing messages have the highest standard rate of the main categories in every market on Meta’s rate card (as of October 2026).

If you use the WhatsApp Business API and your costs have changed in the past year, this is why. This guide explains the pricing model in plain words. Meta’s rates differ by country and change over time, so we do not list them here. Check Meta’s pricing page for the current rates in your market.

The old pricing model (before 1 July 2025)

Before July 2025, Meta charged per conversation. A conversation was a 24-hour thread that opened when a message from the business was delivered to the customer. One charge covered all messages of the same category in that 24-hour window, however many were sent.

There were four conversation categories, each priced differently:

  • Marketing (business-initiated promotions)
  • Utility (transactional messages: order confirmations, shipping updates)
  • Authentication (one-time passwords)
  • Service (replies to customer-initiated messages)

Service conversations became free on 1 November 2024.

The new pricing model (from 1 July 2025)

Meta now charges per delivered message, not per conversation window. Each message a business sends is billed at the rate for its category and the recipient’s country. Meta does not charge for messages customers send to you, or for messages that are not delivered.

Marketing, utility, authentication and service carried over from conversation pricing. Since 1 July 2026, Meta also lists a fifth category, Meta Business Agent, for replies powered by Meta’s own AI agent platform. It is billed by the AI tokens each reply uses.

The key change is that a long support conversation no longer costs the same as a short one. Every message is counted and billed individually. There are two cases where Meta does not charge: the free entry point window after a click-to-WhatsApp ad, and the monthly free tier for service messages. Both are explained below.

How each category is billed (as of October 2026)

Rates vary by market. Meta sets the market from the recipient’s country calling code. As of 1 October 2026, Meta’s rate card has 47 markets: 39 named countries, such as India, and 8 regions, such as Rest of Latin America.

Category Who sends it How Meta bills it
Marketing Business → customer (proactive template) Per delivered message. The highest standard rate of these four in every market.
Utility Business → customer (transactional template) Per delivered message, also inside the 24-hour window. Volume tiers can lower the rate.
Authentication Business → customer (one-time passcode template) Per delivered message. Volume tiers can lower the rate. Some markets have a separate authentication-international rate.
Service Business replies to a customer (free-form, no template) The first 1,000 per number each month are free. After that, per delivered message.

On Meta’s October 2026 rate card, utility, standard authentication and service have the same list rate within each market, and marketing costs more. Authentication-international rates, charged in some markets to large senders based in another country, are higher, and in some markets higher than marketing.

In India, Meta raised marketing rates on 1 January 2026. Billing in Indian rupees (INR) launched the same day for eligible businesses billed in India, who must move to INR by 31 December 2026. Rates for other markets (UK, US, Brazil, Southeast Asia) differ. Check Meta’s pricing page for your country.

The October 2026 service message change

From 1 October 2026, service messages are no longer free. Each business phone number gets 1,000 free service messages per month. Unused free messages do not roll over. From the 1,001st service message in a month, Meta charges the service rate for the customer’s country. Eligible government and non-profit organisations are the exception. Meta keeps their service messages free beyond the free tier (as of October 2026). See Meta’s pricing page.

Service messages are free-form replies, not templates, sent while the 24-hour customer service window is open. The window opens when a customer messages or calls you, and it resets each time they do. For businesses handling a high volume of support over WhatsApp, this is a meaningful new cost.

Two more changes came on the same day:

  • Utility templates inside the window are billed again. They had been free inside an open customer service window since 1 July 2025.
  • You need a payment method. Without one, Meta delivers service messages inside the free tier but not after it.

Example: A support team on one number handles 5,000 customer conversations per month. With about 3 replies per conversation, it sends about 15,000 service messages. The first 1,000 are free, so Meta bills the other 14,000 at the service rate for each customer’s country. That is on top of any marketing or utility messages.

What counts as each category

The category depends on the message type, not just who sends it:

  • Marketing: template messages with a promotional goal. This includes offers, sales announcements and re-engagement messages, such as an abandoned-cart reminder.
  • Utility: template messages that follow up on something the customer did or asked for. Examples are order confirmations, shipping updates, payment reminders and account updates. They must not contain promotional content.
  • Authentication: template messages that verify a user’s identity, such as one-time passcodes. Only authentication templates can send these codes.
  • Service: any non-template message sent inside the 24-hour customer service window, unless it is powered by Meta Business Agent. Standard replies in a live chat are service messages, whether a person or a third-party AI tool writes them.

Important: Meta can change the category of an approved template that does not meet its category guidelines. Since 9 April 2025, if you submit a template as utility and Meta decides it is marketing, Meta approves it as marketing, at the higher rate. Review your utility templates if your costs have risen unexpectedly. See Meta’s template categorization guide.

How to reduce your WhatsApp API bill

1. Use free-form replies for support instead of templates. Inside the 24-hour window, a normal reply is a service message. The first 1,000 each month are free on every number. After that, Meta’s list rate for service is the same as for utility and lower than for marketing in every market (as of October 2026). Only use templates when you message a customer outside the window.

2. Let interested customers start the chat. Every marketing message you send is billed, even if the person was never interested, and bulk sends to cold lists also put your number at risk (how to send bulk WhatsApp messages safely). You may also only message people who have opted in. Ads that click to WhatsApp bring in people who already want to talk. When someone messages you from one of these ads in the WhatsApp phone app and you reply within 24 hours, Meta opens a free entry point window of up to 7 days. Inside it, Meta does not charge for marketing, utility, authentication or service messages. Ads in Status can also lead people into a chat with you.

3. Answer in fewer, complete messages. Each delivered reply counts, so one full answer costs less than three short ones. In Risponse, quick replies let agents send a saved, complete answer with a short command. An AI agent can answer common questions and pass the harder ones to your team. On an API number, its replies are still service messages, so they count toward the free tier and your bill.

4. Audit your templates. Fix or recategorise utility templates that Meta might treat as marketing. A template that says “Your order is confirmed, and here is a related offer” mixes utility and marketing content. Meta treats mixed content as marketing.

5. Track your free service messages. Each number gets 1,000 free service messages per month, and unused ones do not roll over. If you run several numbers, each number has its own free tier. Track service messages per number, and treat volume above 1,000 a month as a known operating cost.

The Groups API (October 2025)

Meta launched the Groups API on 6 October 2025. It lets businesses create and manage WhatsApp groups through the API. As of October 2026, it is open only to businesses with an Official Business Account. Each group can have up to 8 participants, and people join through an invite link.

Group messages use per-message pricing. Meta charges each time a billable message is delivered to someone in the group, so one message delivered to five people counts as five messages. Free-form replies in an open group window are service messages, and they share the number’s 1,000 free service messages each month. Templates sent to groups are billed as marketing or utility.

Because each group is capped at 8 participants, the Groups API suits small groups rather than large communities or customer clubs. See Meta’s Groups API and Groups API pricing pages.
