In short: Use normal WhatsApp calling on the app or WhatsApp Web when one person takes the calls, or when you need video, group calls or screen sharing. Use Cloud API calling when a team needs to share voice calls on one number, keep a record, or call customers from a business platform. As of November 2026, Meta lists video and screen sharing on the API as planned or in development.
“WhatsApp calling” can mean two different products. Regular calling goes from one WhatsApp account to another. Cloud API calling, also called the WhatsApp Business Calling API, sends calls on a business number to a connected platform.
The differences at a glance
| WhatsApp calling (app and web) | Cloud API calling | |
|---|---|---|
| Built for | People and small teams | Businesses connecting calls to a platform |
| Where calls ring | The WhatsApp app, Desktop or Web | The platform connected to your number |
| Voice calls | Yes | Yes |
| Video calls | Yes | Planned or in development |
| Screen sharing | Yes | Planned or in development |
| Group calls | Yes | Not listed in Meta’s overview |
| Guests without WhatsApp | Yes, by link, on a computer browser | Not listed in Meta’s overview |
| Cost to you | No charge from WhatsApp | Customer calls are free. Calls you start are charged by length. |
| Calling customers | Follows the WhatsApp Business Messaging Policy | Needs the customer’s permission, with limits set by Meta |
| Set-up | Nothing to build | A Cloud API number, a messaging limit of at least 2,000, calling turned on, and a platform that supports it |
| Shared by a team | Not built in | Up to the platform |
| Call records | Call history in the app | Call events by webhook, plus what the platform stores |

Audio and video: the difference that surprises people
WhatsApp’s web calling covers voice and video, one-to-one and in groups. On the API side, Meta’s overview does list “voice and video calling”, but it puts an asterisk on video and screen sharing. The note says: “Feature planned or in development.”
So do not plan an API project around video calls yet. Ask Meta or your platform provider what is available to you. Until then, a team that needs video will usually use normal WhatsApp calling for those calls.
What each one costs
WhatsApp calling: Meta says calls on WhatsApp Web have no time limits and no cost. Your normal internet use still applies.
Cloud API calling, according to Meta’s pricing page:
- All calls that customers start are free.
- Calls that your business starts are charged by length, in six-second pulses. A part of a pulse counts as a full pulse.
- The rate depends on the country you call and your monthly volume.
- Call permission requests are charged as messages.
- Recording and transcription are free for now. Meta says it plans to charge for them later, and will give notice first.
Your platform may also charge its own fees. Check Meta’s page for current rates, as they change.
Calling customers: the rules are stricter than you may expect
The WhatsApp Business Messaging Policy says you may contact someone only if they gave you their number and agreed to receive messages or calls from you. Its best practices suggest a separate opt-in before you call someone.
On the API, Meta adds firm limits. For each customer, as of November 2026:
- You can send one call permission request a day and two a week.
- After two unanswered calls in a row, the customer sees a message asking them to reconsider the permission.
- After four unanswered calls in a row, the permission is cancelled.
Meta can also restrict a business’s calling because of low pick-up rates or customer feedback.
Business-started API calls are not available for business numbers with a country code from the United States, Canada, Egypt, Vietnam or Nigeria. Customers can still call businesses wherever the Cloud API is available. India is not on that list as of November 2026.
Can one number use both?
Usually not in the way people hope:
- A number on the Cloud API alone does not use the WhatsApp Business app, so it has no app calling.
- A coexistence number stays in both the app and the API. Meta’s onboarding guide says voice and video calls keep working in the Business app but are not supported through the API.
- A number connected by QR code is a linked device, not an API number, so it cannot use the Calling API.
If you need both, you may need two numbers. See coexistence or a new API number before you decide.
Which to use: eight scenarios
These are our suggestions, based on the rules above. Your setup may change the answer.
| Scenario | Use | Why |
|---|---|---|
| A shop owner takes a few customer calls a day | App or web calling | No cost, nothing to build, one person answers |
| A support team of five shares one number | Cloud API calling | Calls go to a platform, so any free teammate can answer |
| A tutor or clinic needs face-to-face video | App or web calling | Video is not yet generally available on the API. Check local health rules before any medical use. |
| A consultant shows a client a document | Web calling | Screen sharing works, and a guest link suits clients not on WhatsApp |
| A sales team calls back leads who asked for it | Cloud API calling | Calls come from the number the lead knows, with permission tracked |
| A manager needs recordings and transcripts | Cloud API calling, or a platform that offers them | Meta offers recording and transcription on the API. Check your local recording laws. |
| A meeting with several suppliers | Web calling, with a call link | Group calls and a waiting room. API group calls are not listed. |
| A US business wants to call customers first | Regular phone line, or customer-started API calls | Business-started API calls are not available on US numbers |
A simple way to decide
Ask these three questions in order:
- Do you need video or group calls? Use app or web calling.
- Do several people need to share calls on one number? Use Cloud API calling, if you meet Meta’s requirements.
- Neither? Start with app or web calling. It costs nothing and you can move later.
Moving a number to the API changes more than calling, so read what the Business API is first.
