In short: Yes. A WhatsApp Business account works on one primary phone plus up to four linked devices at the same time, and a linked device can be another phone. With a Meta Verified subscription the limit rises to ten devices, and you can assign chats to agents. Linked devices keep working while the phone is off, but they log out if the phone is unused for over 14 days. For a bigger team, or to know who replied to whom, use a team inbox on your number or the Business API. Facts as of October 2026, from WhatsApp’s help pages.
The question usually comes up the day a second person needs to answer customers. Here is what WhatsApp allows, what it does not, and the options a growing team has.
The short answer: one phone plus four linked devices
WhatsApp Business supports linked devices. You register the account on one primary phone and link up to four more devices to it: computers running WhatsApp Web or Desktop, tablets, and other phones as companion devices. WhatsApp’s help page puts it plainly: “You can use up to four linked devices and one phone at a time” (about linked devices on the WhatsApp Business app).
The rules that matter for a team:
- Linked devices work without the primary phone online. But if the primary phone is unused for over 14 days, the linked devices are logged out. WhatsApp also disconnects linked devices after 30 days of inactivity.
- Everyone sees everything. All five devices show the same chats. There is no way to hide a chat from one device.
- Some features stay on the phone. You cannot create or view broadcast lists, share live location, or add a status from a linked device.
- Calls ring on all devices while you have four or fewer linked devices.
How to link a second phone
From WhatsApp’s instructions (how to link a device with QR code):
- On the second phone, install the WhatsApp Business app, open it and tap Agree and continue, then choose Link as companion device. A QR code appears.
- On your primary phone, open WhatsApp Business and go to Linked devices, then Link a device. Unlock the phone if asked.
- Scan the QR code on the second phone with the primary phone.
The companion phone then shows all chats and can reply. Live location and status are not available on a companion phone.
What the four-device set-up cannot do
Linking devices answers “can two people use it”. It does not answer “can a team run it”. With four linked devices:
- Nobody knows who replied. A message sent from any device looks the same to the customer and to your team.
- Nothing is assigned. Two people can answer the same customer at once, or both assume the other will.
- No notes, no labels per person, no permissions. Every device has the same access, including to your customers’ phone numbers.
- No record for a new hire. When someone leaves, you unlink their device, but the chats they handled carry no trace of them.
That is why WhatsApp itself sells a bigger version of this feature, and why team inbox tools exist.
Meta Verified and multi-agent: up to ten devices
WhatsApp’s multi-agent feature, included in a paid Meta Verified or Meta One subscription, raises the limit from four to ten devices, lets you name each device, assign chats to agents, and see which agent and device sent a message (about multi-agent). Customers cannot see which agent replied or who a chat is assigned to.
Three caveats from the same pages:
- WhatsApp notes that the premium version “may not be available to you yet”; availability depends on your country and account.
- With more than four linked devices, calls ring only on the primary phone.
- Meta Verified is a paid monthly subscription, and subscribing does not guarantee the verified badge (about verified business accounts). If you cancel, only your four most recently active devices stay linked.
For a small team that mostly needs a few more seats and basic assignment, this is the simplest upgrade. It still keeps the whole team inside the WhatsApp app, with no private notes, no tickets, no automation and no CRM sync.
A team inbox on your existing number
A team inbox connects your WhatsApp number the way WhatsApp Web does, by scanning a QR code, and then lets any number of teammates sign in from their own browsers. In Risponse, the connection takes one linked-device slot and nothing else on your phone changes (connect WhatsApp). From there:
- Teammates share one inbox with roles, chat assignment and private notes, and every reply is tagged with the person who sent it (team access and roles).
- You can hide customer phone numbers from agents who do not need them (number masking), and limit who sees which chats with labels.
- Every incoming message gets a department category, so sales, support and billing each work from their own timeline (message categories).
- Routine replies, assignment and tickets can run on automation rules (automation rules).
If you also have several numbers, say one per branch or per agent, all of them sit in the same inbox. Our guide on managing multiple WhatsApp numbers in one inbox covers that case. For the concept itself, see what a WhatsApp shared inbox is.
The WhatsApp Business API
The WhatsApp Business API has no device limit because it has no devices: messages flow through Meta’s platform to the software you connect, and any number of agents can work in that software. The trade-offs are that you need Meta-approved templates to start conversations, Meta bills each delivered message by category and country, and the number leaves the phone app unless you use coexistence, which keeps the Business app and the API on the same number. In Risponse, API numbers and QR-connected numbers share one inbox (WhatsApp Business API inbox).
Which option fits
| WhatsApp Business app alone | Business app with Meta Verified multi-agent | Team inbox on your number (QR) | WhatsApp Business API | |
|---|---|---|---|---|
| Devices or users | 1 phone + 4 linked devices | up to 10 devices, where offered | any number of teammates in a browser; uses 1 linked-device slot | no device limit |
| Who replied | not shown | shown to your team | shown on every reply | depends on your software |
| Assign chats | no | yes | yes, plus private notes and tickets | depends on your software |
| Hide customer numbers from agents | no | no | yes | depends on your software |
| Cost basis | app features | monthly subscription | inbox subscription per user | per delivered message to Meta, plus your software |
| What you give up | team controls | notes, tickets, automation, CRM | broadcast lists in the app are unaffected; the number still follows the app’s rules | the app, unless you use coexistence |
Pick the app alone for two or three people who trust each other and talk all day. Pick multi-agent if you want to stay in the app and it is offered in your country. Pick a team inbox when you need to know who said what, protect customer numbers, or automate. Pick the API when you send templates at scale or your developers want to build on Meta’s platform.
Frequently asked questions
Can two phones use the same WhatsApp Business number? Yes. Link the second phone as a companion device by scanning a QR code from the primary phone. Up to four devices can be linked at the same time, and the companion phone keeps working while the primary phone is off, as long as the primary phone is used at least once in 14 days.
Do I need my main phone online for linked devices to work? No. Linked devices work without the primary phone online. They log out if the primary phone is unused for over 14 days, and WhatsApp disconnects linked devices after 30 days of inactivity.
Can ten people use one WhatsApp Business number? With a Meta Verified or Meta One subscription that includes multi-agent, up to ten devices can be linked, where the feature is offered. A team inbox such as Risponse has no fixed seat limit on the WhatsApp side, because teammates sign in to the inbox, not to WhatsApp.
Will customers see which person replied? No. On WhatsApp, customers see your business name and number only. Inside a team inbox, your team sees who replied; the customer does not.
Can I use WhatsApp Business on two phones with two different numbers? That is two accounts, not one account on two phones. Each number needs its own registration. A team inbox can bring both numbers into one screen; see how to manage multiple WhatsApp numbers in one inbox.
More than four people on one WhatsApp number, and you want to know who replied? Risponse connects your existing number with a QR scan and gives your team a shared inbox with roles, notes and tickets. See plans.
